It would automatically reset at each restart, and ideally would have a feature that required that you enter the fuel price at each refueling. I'd suggest that we measure in gallons because that it what Americans understand.&lt;br /&gt;&lt;br /&gt;Also, I don't think that we really need that many specific incentives to get people to use less gasoline.  Simply increase the taxes on it in a specific and planned manner.  Set a target price for the commodity that is growing through taxation.  People will figure out how to get done what they need to do.&lt;br /&gt;&lt;br /&gt;Use the revenue to fund a permanent "stimulus" payment.  Market it as a stimulus that you are in control of - meaning that if you get $1000 from the government, but only pay $100 in taxes, you profit.
